Eligibility for special education is determined based on the criteria for individual disability areas and the need for specialized instruction in order to access the general education curriculum.

1 Someone suspects a disability and makes a referral
2 Disposition of Referral- Does the student require an evaluation?

4 Determination of Eligibility- Does student meet criteria for special education?
5 Draft and accept of the IEP
